The Duetarian Constitution (If you are new or your name is not included please sign)

1. We, the founding members of this great region do proclaim the following. 2. We shall oppose all those who threaten us, forming a group of senior Military officers to organize defence and offence. 3. All who dwell within our nations will have the right to a full education. 4. We shall not oppose any nation or person who wishes to dwell within our shores unless they pose a threat.
1. We shall have free and fair elections for WA delegate. 2. (1st Amendment: The Delegate shall run for 1 month and 1 day before returning power to the founder for the duration of the election. The Delegate may call an election at any time but after two terms in office they must step down, after one term they may run for Delegate again) 3. All nations must endorse the elected Delegate, refusing to do so will result in banning. 4. (2nd Amendment: Any nation who attempts to take power as Delegate without a formal election will be placed on trial in front of a group of senior nations to decide their fate.) (3rd Amendment: However if the Delegate refuses to put forward to the WA proposals submitted to him by Region members or bans a nation for no reason they can be removed by the founder upon recommendation from three WA member nations.)

(4th Amendment:The founder reserves the right to veto proposals, however he does this in the understanding he will reserve this right for rare purposes only and that he must do so only in democratic agreement with the Cabinet {see below}.)

Each Duetarian Government should undertake to promulgate the below conditions, and to fully ratify each clause. Furthermore, all care must be taken by each and every Government to preserve the high standards and compassionate service of all National Services as laid down by the Garbo Report, 21 July 1975 (see Official Report on the State and Standard of all National Services, carried out by The Rt. Hon. Greta Garbo The Baroness Garbo of Stockholmville, National Luschian Archives). This means that no Government should, or will, be allowed to let the standards of any or all National Service fall into abeyance, and should act to regularly maintain and improve said standards. The Welfare Act proposals are:

1. To combat DISEASE, in each nation there will be founded a National Health Service (NHS), that will provide full medical care to all citizens of said nation unable to afford private healthcare.
2. To combat POVERTY, in each nation there will be founded a National Social Welfare Service (NSWS), that will provide full pecuniary support to all citizens deemed unable to support themselves, and that will provide a State Pension, regulated by a Ministry of Work and Pensions, to all retired citizens, with special regard for those without Private Pension Funds.
3. To combat IGNORANCE, in each nation there will be founded a National Education Service (NES), that will provide for the setting up of state primary, secondary and Sixth Form schools/colleges, free of charge, to any child who so chooses to attend these schools. Special Provision will be made for children who cannot afford Private Education, over those who merely do not want to pay, and State Examination Boards will be founded to regulate school standards and qualifications.
4. To combat SQUALOR, in each nation there will be founded a National Housing Committee (NHC), that will provide for the building and establishment of state housing for those deemed unable to afford Private Houses. Housing standards will be strictly monitored by a Ministry of Housing, and it will be a necessity for governments to regularly combat homelessness and unemployment within this clause.



a) All banks in Duetaria become property of the state they are in and
members of the Duetarian banking organization. The organization will
run the banks as (depending upon their sovereign state's wishes) as
either profit or non-profit organizations. A national bank will be implemented in each country (Changes made in discussion before approval)
b) The Duetarian banking
organization will be based in Karkelbania because of its WA delegate
neutral standing and because of its founder status.
c) The head of
the organization will be voted into power by the member countries. The
men and women inside the organization must have no previous or current
affiliation with any Government of any country Duetarian or other.
d)
In times of banking crisis all banks will provide the money the
organization asks them to provide, the same goes for natural and
un-natural disasters.
e) All banks must run ethical policies as
dictated by the organization. This includes not providing loans to
terrorists or accepting money from them etc
f) Banks are not allowed to sponsor any candidate for WA delegate election or national election.
g) Banks that brake the rules of the organization will be broken apart.
h) Any bank that refuses to be part of the organization and owned by the state will be seized by force. (removed before approval)


1) The elected WA delegate would be allowed to select a cabinet.

2) The cabinet would contain up to 2 other rulers, but the WA delegate would not have to appoint 2; 2 would be a maximum.

3) The WA delegate would appoint roles to his cabinet such as foreign secretary etc.

4) There would be a seperate section of the forum for the cabinet, viewable only by the cabinet and WA delegate.

5) The WA delegate can change the cabinet at any time, however if selected becoming part of the cabinet is not compulsory. (removed before approval to vote upon)

6) The cabinet would have no other special powers over other rulers, they are merely advisors.


Amended Ravenburger-Morovian Plan for the Regional Cabinet

1. A higher policy-making body will be inaugurated in Duetaria, called the Senior Executive Committee for Policy and Legislation (shortened to the cabinet).

2. The Cabinet will consist of six members:
a. The World Assembly Delegate (currently Ravenburg-Morovia)
b. The Deputy World Assembly Delegate
c. The First Minister for Foreign and Dominion Affairs
d. The First Minister for Internal and Judicial Affairs
e. The First Minister for Defence and Security Affairs
f. The Chairman of the Joint Military Staffs (for Duetaria)

3. The Deputy WA Delegate would be elected on the Forum by candidates in a manner identical to the election of the WA Delegate - however, after the first election (i.e. when our first ever Deputy Delegate is elected), the Delegate and Deputy Delegate would run on 'one ticket'. Thus, for example, in the upcoming 16 June Election, members would vote for 'Grand Nomad Lloyd and Chancellor Mettenburg' rather than just 'Grand Nomad Lloyd'. The Deputy Delegate would then receive numerically half the votes of the Delegate on NationStates itself, to mark his position symbolically.

4. The Deputy WA Delegate would stand in for the Delegate on all occasions of his/her absence, and succeed him/her as Delegate pro tempore in case of resignation/destruction until the next Election.

5. The Cabinet Ministers would be directly appointed by the Delegate in consultation with his Deputy Delegate. They would serve as deliberative policy-making aides to the Delegate, and all decisions on laws and legislation would have to be raitified by at least two of the three ministers before formal proposal to the Grand Council. Then, once ratified, they would be proposed as normal to the Council at large.

6. The Chairman of the Joint Military Staffs would be elected from any nation's chief of staff/military commander-in-chief in the manner of the Delegate. So, for example, a poll would be set up, with 'Field Marshal Waldersee (Ravenburg-Morovia)' and 'Field Marshal Lee (Luschia)' etc. as options.

7. A separate page, entitled The Senior Executive Committee for Policy and Legislation, would be set up, viewable only to cabinet members.

8. The WA Delegate would reserve the right to dismiss any of his ministers conditional on the agreement of the Deputy Delegate, and when dismissed the minister(s) would be barred accordingly from the Cabinet.

9. Should the Cabinet block any pieces of legislation regarding Defence; Foreign Aggression; or Welfare Reforms, then the Delegate would reserve the right to pass them by Executive Order conditional on the agreement of the Founder (Karkelbania). The Delegate would be allotted two executive decisions on each of the aforestated branches of policy per term.

10. The Cabinet would have the authority to establish Cabinet Subcommittees with specific portfolios, for example the Cabinet Subcommittee for Policy Towards Calyndia, which would be vice-chaired by a cabinet-appointed statesman and chaired (ceremonially) by the Deputy Delegate. These subcommittees would have authority to debate on their portfolio and to propose acts/policies directly to the cabinet, which would then decide to forward the act to the Grand Council or veto it as per usual.



a)A coastal protection fund for every nation is installed, totaling around £25 million per annum per nation, this money will be collected by local and/or national taxes, this fund will then be split up to smaller local coastal governments to be used for the sole purpose of protecting the coast, placing groynes, building sea walls, and any other methods thought useful in the protection of our coasts. The money for this fund will be gained by a regional coastal protection tax, for those who live within 1 mile of any coastline. Sea walls shall therefore generally be used in extreme conditions, where all other forms of cp have failed, or in areas where the coastline is eroding at over 10 meters per year.

b) A scheme of planned retreat and compensation for those in areas where coastal protection, for whatever reason, may have failed, would be introduced. Planned retreat will only be employed if the owners of the coastal property allow it take place, and the compensation will amount to the cost of all buildings and property lost. It can either be payed in the form of money, cash or other monetary form, or by a direct suitable replacement of the lost property.

c) The funding and money presented to these states and local coastal councils shall under no circumstances be used for any other reason than to protect the coast and the people living by it. It will not be tolerated if the funding is used for any underhand, or illegitimate reasons, severe actions will be made if it is.

d) The coastal protection policy fund may also be used to research the causes of coastal erosion, such as why water levels are rising, what rock types need better protecting, and which methods of coastal protection are the cheapest and most effective.

Guideline for Protection to use.
Towns, villages, roads and houses would be generally protected by groynes and walls, but farmland and isolated houses would be approached with managed retreat and compensation to their owners, this is not a part of the policy, just a suggestion.

Coastal protection policy added

We, the state of Karkelbania, recognize the need for regulation of weapons of mass destruction. This is a controversial issue especially for the major weapons producers of the region Karkelbania and Catoagoa. With the recent disaster when a silo was taken over by an overwhelming force in the brief racially sparked uprising in Karkelbania that resulted in a Nuclear weapon exploding in Luschia. So we propose the following:

a) Countries that wish to possess Nuclear weapons that dwell within our region shall have the full support and assistance from the other nations of the region if the nation passes a council inspection at the end of which a trial will be held to decide their case.

b) States that already posses or are in the process of possessing Nuclear weapons will conform to set regional standards of security, safety, capacity and amount of weapons.

c) Their use in warfare may not be implemented without agreement form senior members of the council. Even then caution must be taken and their primary function must be that of a deterrent.

d) When under a serious threat from a nation with these weapons we shall attempt to stop them immediately, this being through invasion or a co-ordinated region wide first strike.

e) No country shall sell any form of nuclear material, parts of weaponry or documents to any nation. They may be shared within the region but not sold.

f) Countries possessing them will be monitored regularly on the standards of their weapons.

g) Special regiments must be formed to protect these weapons. These regiments will be made up of the nations own soldiers but a regional task force may be sent to provide aid if the country's army is under strength.

h) Any damage caused to a nations own country or that of an ally through, testing, production or use of the bomb will be forced to pay full reparations and assist or even fully take over reconstruction projects.

The below Act has been proposed by Grand Nomad Lloyd. He suggests that we form a Duetarian Military Intelligence Service. This will consist of an M.I. Unit for Homeland Security and Anti-terror Investigations and another M.I. Unit for Foreign Investigations and Espionage. Ideas on how these will be run, and what each M.I. unit is codenamed/exactly does will be warmly welcomed.


The Duetarian Military Intelligence Act

a) Two M.I. services will be formed, one service with portfolio for homeland security and anti-terror investigations, and the other service with portfolio for foreign investigations and espionage (as above stated).

b) The M.I. unit reponsible for Homeland Security and Anti-terror Investigations shall be called 'H.A.S' (Homeland Security and Anti-terror Service) and shall be responsible for investigating all new nations that join the region and the defense of the current Delegete, and to make sure that there are no revolts against him, doubling as a secert police service.

c) The M.I unit responsible for Foreign Investigations and Espionage shall be called 'F.E.S' (Foreign Investigations and Espionage Service), and shall be responsible for sending a number of specially created 'agent' nations to spy on other regions and see what they are planning, this can be used defensively - to see if the region is planning an invasion, or offensively, to see if a region is expecting an invasion, or as a pre-emptive counterattack. It will also be used to send information to the Committee of the Joint Military Staffs about where to or not to invade regions.

d) A Subcommittee called the 'M.I.C' (Military Intelligence Council) shall consist of the First Foreign Minister who oversees the whole of M.I. operations, the Joint Staffs Chairman, the Director-General of H.A.S and the Director-General of F.E.S.

e) The Director-Generalships of both H.A.S and F.E.S will be decided upon by the Chairman of the Committee of the Joint Military Staffs (at present Field Marshal Lee), in consultation with the Cabinet. These Director-Generalships will be reviewed and re-approved or changed by the M.I.C monthly.

f) The two M.I.s will carry out operations autonomously and separate from constant Governmental monitoring. However, the Cabinet (and predominantly the Defence and Security Minister) will routinely check its activities and will decide on all major operations carried out by both/either of the M.I.s (should they concern such matters as the hostility between Duetaria and the Empire of Greek Pirates), after consultation with the necessary Subcommittee of the Cabinet.
